Alongside the well-publicised expansion of offshore wind, nuclear new build, and battery storage, a parallel construction boom is reshaping the demand for engineering talent, grid capacity, and industrial land across the UK. The data centre market is growing faster than most people outside the sector have registered, and the forces behind it are not slowing down.
What Is Driving the Demand
Artificial intelligence is the most acute driver, but it sits on top of trends that have been building for years.
Training and running large AI models requires enormous quantities of compute, and compute requires power: continuously, reliably, at a scale that is still growing faster than the infrastructure being built to serve it. Hyperscale operators including Microsoft, Amazon Web Services, and Google are expanding their UK footprint at pace, while a new generation of AI-specialist operators such as CoreWeave, Nscale, and Kao Data are building facilities specifically designed for AI workloads.
The shift of enterprise IT from on-premise hardware to cloud platforms has been underway for over a decade and is not complete. A large amount of computing infrastructure has yet to migrate, and that underlying transition continues to drive construction of new colocation and hyperscale facilities independent of the AI wave.
Defence and government add further demand. The UK’s requirements for sovereign data infrastructure, systems and storage that remain under domestic jurisdiction, are growing as digital services expand and security requirements tighten. Operators including Ark Data Centres, which runs high-security facilities at Farnborough and Corsham, serve this market alongside commercial cloud clients.
Financial services create their own persistent demand. The concentration of financial institutions in London generates a need for low-latency, high-availability infrastructure located close to trading and processing systems that does not go away regardless of what is happening elsewhere in the market.
Where the Development Is Concentrated
London, Slough, and the Thames Valley remain the UK’s dominant cluster. The density of fibre connectivity, proximity to international internet exchanges, and the established presence of major cloud and colocation operators make this corridor the natural centre of gravity. Colt Data Centre Services is expanding its Hayes Digital Park with a £2.5 billion programme. Ada Infrastructure is building a 210MW campus in Docklands. VIRTUS Data Centres and Iron Mountain Data Centers are both expanding hyperscale capacity across the region.
The North East and North Lincolnshire are emerging as a second wave, driven by lower land costs and better power availability. A proposed £7.5 billion hyperscale AI campus near Scunthorpe has drawn attention, and Blackstone-backed developments are progressing across the North East. For regions that have experienced prolonged industrial decline, large-scale data centre investment is a substantial economic opportunity, provided the grid infrastructure can be made available in time.
Scotland is growing in appeal due to its renewable energy resources, cooler climate, and the availability of large sites. AI cloud and sovereign data hosting projects are developing there, particularly in Argyll. The lower cooling costs that come with the Scottish climate are a genuine operational advantage for energy-intensive facilities.
Harlow in Essex, where Kao Data operates AI-focused campuses with NVIDIA partnerships, and Manchester, developing as a regional hub, are among the other locations attracting meaningful investment.
What These Facilities Actually Require
A large data centre is a major piece of industrial infrastructure, and understanding what goes into one explains why the sector creates such intensive demand for specialist engineering and commissioning skills.
The electrical systems are substantial. A hyperscale facility consuming 100MW or more requires high-voltage incoming supply, transformer and switchgear infrastructure, multiple layers of redundant power distribution, uninterruptible power supply systems, and large-scale backup generation. Commissioning and testing all of this requires engineers who understand both the technical requirements and the regulatory framework around high-voltage operations.
Cooling is equally demanding. Data centre servers generate heat in direct proportion to the power they consume, and that heat must be removed continuously to prevent equipment failure. Modern facilities use a range of approaches: chilled water systems, direct liquid cooling, air handling units, dry coolers. Each requires careful commissioning before the facility can operate, and each represents a significant portion of the total build cost.
Building management and controls systems tie everything together: monitoring thousands of sensors, managing power and cooling loads, giving the operator visibility of the entire facility. These systems require instrumentation and controls engineers who can commission, test, and validate complex automated infrastructure to a standard that clients and regulators expect.
Above all of this sits a quality and safety regime that is more rigorous than general commercial construction, because failures in a data centre have immediate commercial consequences for clients whose operations depend on continuous availability.
The Workforce Picture
The combination of these requirements creates sustained demand for a specific type of engineer: technically capable, experienced in regulated commissioning environments, and accustomed to the discipline that high-availability infrastructure demands.
Electrical commissioning technicians and senior electrical commissioning engineers are among the most sought-after roles in the sector. HV engineers and authorised persons capable of managing high-voltage switching operations are in short supply relative to the volume of projects in the pipeline. Instrumentation and controls specialists who can commission BMS and SCADA systems are consistently in demand. Mechanical and HVAC commissioning engineers, construction managers with MEP experience, and QA/QC professionals with strong documentation discipline all feature heavily in project requirements.
The pattern is consistent with other large infrastructure sectors: a core of highly specialised technical roles that take years to develop, sitting alongside a broader supporting workforce that can be built more quickly. The specialised core is where the shortage is most acute.
The Outlook
UK spending on data centres is forecast to continue rising sharply across the next five to ten years. The demand drivers, AI compute growth, cloud migration, data sovereignty requirements, and the expansion of digital public services, show no sign of softening. Several of the largest proposed developments have yet to break ground, and the pipeline of consented and proposed projects points to construction activity remaining at elevated levels for the foreseeable future.
The constraint is not demand. It is delivery capacity: grid connections, planning consents, and the skilled workforce needed to build and commission these facilities to the standard that operators require. The UK data centre sector is in that respect in a similar position to nuclear and offshore wind. The projects are there, the investment is committed, and the bottleneck is people.
